Understand, the time period for this game was a time when trade and control of such and of the seas, or, at least being a powerhouse on the oceans did in fact determine your standing with all the major players in the world and that is well modeled in this game. Indeed, the naval issues can be a little overwhelming until you put in a few hours working the ships and realize how important your navy is to this game. I will assume you are playing the vanilla gane with no mods! If you are not a newcomer and I offer something that is obvious to you, please forgive me as I have no intention to offend you.
Remilia Scarlet - I am going to guess that you are somewhat of a newcomer to Empire TW and on that basis I will offer up a little advice and some suggestions for you.
